He wants to know the cheapest way to get arcade style controls going, and some other ways to recycle old PCs. Buying one of X-Arcades bomproof arcade controllers is the easiest way to get those controls you want for a MAME cabinet... and once you figure out how long it takes to wire all thos buttons and joysticks and trackballs to a USB adapter... it might be the cheap...

Its finally completed... unreal, but the effort clearly shows.
